EXAMPLE
A team can still meet the upload deadline while submitting a state that was already superseded by information discovered elsewhere. A conventional platform can successfully store that file and still propagate the wrong reality.
An ATLAS-style project platform could qualify the submission against known version lineage, effective scope, dependencies, changed information and recipient state. If the evidence is incomplete or contradictory, the system does not need to invent certainty: it can mark the state as unresolved, require explicit authority or prevent silent promotion.
ATLAS can only qualify what it can observe and relate. Unknown information remains unknown. A conflict can be surfaced without deciding the contractual, engineering or managerial truth. Productive blocking, override and approval authority must be explicitly assigned for the concrete project.
